Mining Sector Regulatory Framework Rationale




The increase in mining and other related industrial activities on the Copperbelt after the privatization of the mines and liberalisation of the economy has seen an increase in the handling and use of hazardous materials. Over the past few years there has been a corresponding increase in the number of accidents involving release of hazardous materials into the environment both outside and within work places. These accidents affect people and the environment.

In response to this the ECZ developed an environmental emergency response system that is aimed at:

Identifying Risks and reducing the potential for an environmental emergency. Providing timely and appropriate response to environmental emergencies. Providing technical expertise in the decontamination and site remediation operation following an emergency occurrence.

This has been done by putting in place an Environmental Emergency Response team with basic tools for use. However the emergency response capacity is still in its infancy and needs further development to enhance its preparedness and ability to effectively respond to emergencies. This subcomponent is aimed at enhancing this capacity through training and provision of tools, equipment and other logistical support.

This sub-component has one objective with outputs and activities as follows:

Obejective 1: To enhance the capacity for effective response to environmental emergencies
Output 1: Environmental Emergency response equipment and kit procured
Activity 1 Procurement of a vehicle
Activity 2 Procurement of protective wear
Activity 3 Procurement of test kit and laboratory services
Activity 4 Procurement of communication equipment
Output 2:Capacity and coordination of environmental emergency response teams strengthened, supported and operational
Activity 1 Consolidate response team in the provinces
Activity 2 Conduct training sessions and evaluate performance
Activity 3 Mobilisation of response team and resources in mock drills
Activity 4 Facilitate and co-ordinate preventive and remedial measures
Output 3: An effective EERS strengthened, supported and operational
Activity 1 Review and update environmental response plan as and when required
Activity 2 Disseminate information on the emergency response system to the public
Activity 3 Conduct regular coordination meetings
