Mining Sector Regulatory Framework Rationale




This sub-component focuses on enhancing capacity building at ECZ to address institutional weaknesses to improve the enforcement of environmental regulations. The ability by the Environmental Council of Zambia to effectively discharge its core mandate and ensure sustainability of its operations will depend largely on the capacity to do the required work.

The provision of appropriate training and equipment will further enhance technical and administrative capacity for the Council in key areas such as strengthening capacity to monitor and review EIAs/EMPs/CEMP. Training for the project will be focused on short term local and International specialist training as opposed to long term training. In line with the objectives of the ECZ Strategic plan, ECZ will strive to reduce the prevailing high rate of staff turn over and consequent lack of continuity in key staffing areas with the provision and implementation of a new salary structure. Furthermore, the component will address the issue of weak administrative structure as a result of unfilled key positions by employing the Council Secretary who is the head of Administration. The implementation of the ECZ Strategic Plan (2001-2005) will complement the objectives of this sub-component

This sub-component has three objectives with outputs and activities as follows:

Obejective 1: To enhance ECZ’s administrative framework in order to effectively discharge its core mandate and ensure sustainability of ECZ operations
Output 1: ECZ structure reviewed and all key positions filled
Activity 1 Implementation of new ECZ structure
Activity 2 Fill all key positions
Output 2: Increased staff retention
Activity 1 Revise and implement improved conditions of service
Output 3: ECZ financial, administrative and management skills enhanced through training
Activity 1 Develop and implement job on training, short-term attachment – local and international
Objective 2: To strengthen the technical capacity of ECZ through the provision of training and equipment
Output 1: Procurement and provision of monitoring equipment and protective clothing
Activity 1 Procure local purchase order books and procurement requisition books
Activity 2 Procure IT equipment and software for upgrading and improving communication
Activity 3 Install a computer wireless connection for Ndola office
Activity 4 Procure environmental emergency response equipment and kit
Activity 5 Procure office equipment for the project office
Activity 6 Office maintenance
Activity 7 Procure protective clothing, filters, digital cameras etc
Activity 8 Procure office and library furniture
Activity 9 Procure Information and documentation equipment and installation of library
Activity 10 Procure Air Pollution Field Monitoring Equipment
Activity 11 Procurement of Vehicles
Activity 12 Procure equipment and furniture for establishment of a ZANEEP National Secretariat
Activity 13 Procure on site monitoring equipment for water quality, air quality and soil contamination
Output 2:Long-term training of ECZ staff and employees from partner institutions in fields related to the project
